Frank Paccione (Network Engineer)
Frank has over 30 years of engineering and management experience in all aspects of voice, data and trading floor communications, DR planning, design, implementation and operations of complex domestic and international equipment and networks.
His experience and past positions include;
Various VP positions at Bankers Trust Company, New York, (1978 – 1997) Position Responsibilities:
- The daily operation for all telecommunications, market data and PCs on NY trading floors (750 total positions) with a staff of 25.
- Completed the design and build of a new 480 position trading floor and all supporting technology systems (100Mbs Switched Ethernet with ATM backbone, IPC MX turret system and 30 Market data vendors).
- Installation of technology infrastructure supporting 200-agent call center using integrated ACD, VRS, and client/server technologies. Subsequently, led a combined technology team to revisit client/server installation and migrate SQL servers from OS/2 to NT.
- Installed new PBX in corporate headquarters and upgraded metropolitan area infrastructure to SS7 and PRI.
- From 1988 through 1992 managed overall expenses for voice services and local data services flat through careful resource management, headcount reduction, outsourcing and aggressive vendor management.
- Developed bank wide communications architecture.
- Designed and installed extensive Ethernet local network infrastructure (the first major Ethernet installation in NYC area) to support all applications in the New York Metro area and interconnected with existing global network.
- Updated data communications network with Multi-Protocol Routers and Intelligent Wiring Hubs and fiber optic cable deployment to replace Ethernet infrastructure when it became outdated by Client/Server technology.

- Established and managed European data communications network.
- Stabilized message switching network and took over the daily operation.
- Implemented several voice systems – PBXs, call-logging, trading floor.
- Installed video switching on London trading floor.
- Managed daily voice, data, trading floor and message operation in the London office

- Evaluated, selected and implemented PBX systems to replace outdated Centrex services.
- Designed and implemented wide area networks (T1 and fractional T1) supporting both voice and data.
